Prior to being the Kalamazoo County Administrator, Donald H. Gilmer was Michigan’s state budget director from 2001-03, with responsibility for coordinating all executive budget activities including development of the governor’s budget recommendation and its presentation to the state legislature. Before joining the executive staff of the state of Michigan, he was the sixth commissioner of the Michigan Bureau of State Lottery from 1999 to 2001. Gilmer’s public service also includes more than 22 years as a state representative serving parts of Calhoun and Kalamazoo Counties. As a state representative he chaired the House Appropriations Committee and worked to address state education issues as a member of the Michigan School Finance Commission and the House of Representatives Ad Hoc Special Committee on Property Tax and School Finance. In April 2001, Western Michigan University awarded Gilmer the honorary degree of Doctorate of Public Service. He is a member of the Kalamazoo Rotary Club, the Southwest Michigan Health Care Coalition board, the Southwest Michigan Innovation board and the Kalamazoo Regional Educational Service Agency (KRESA) Foundation board.
